What one row means
Each row of a perpetual file is one minute (UTC, minute start) with open, high, low, close and mark-price OHLC for the same minute. Funding files hold the published rate in percent as hourly OHLC.
Dated futures add contract and expiry_utc, so you can study the basis into expiry.
Load ETH in Python (pandas)
import pandas as pd, glob
eth = pd.concat(pd.read_parquet(f) for f in sorted(glob.glob('ETHUSDT_PERP_FUT_1min_*.parquet')))
eth = eth.set_index('datetime').sort_index() # tz-aware UTC
h1 = eth.resample('1h').agg({'open': 'first', 'high': 'max', 'low': 'min', 'close': 'last'})
btc = pd.read_parquet('BTCUSDT_PERP_FUT_1min_2025-01-01_2025-12-31.parquet').set_index('datetime')
ratio = (eth['close'] / btc['close']).dropna() # ETH/BTC from two USDT perpetuals
eth.to_csv('ethusdt_1min.csv') # CSV if you need it
